Systemwide Review of Proposed Revisions to Policies Applying to University of California Police Department

The University of California Office of the President invites comments on a proposed updates to the Systemwide Policies Applying to University of California Police Department (UCPD). This is a comprehensive update of the Universitywide Police Policies and Administrative Procedures (Gold Book), which was last comprehensively revised in 2010.

  • The updates reflect changes in law, policing standards, best practices, and community expectations. The update also supports compliance with International Association of Campus Law Enforcement Administrators (IACLEA) accreditation standards, which require campus law enforcement agencies to maintain current, clearly articulated, and regularly reviewed policies.
  • Policy development was based on Lexipol standards and led by Office of Systemwide Community Safety in consultation with UCPD, UC Legal, and Systemwide Labor Relations and subject matter experts.
  • Consultation included a systemwide workgroup review, engagement with communities of practice, and an open comment period from October through December 2025. 

UCR's Policy Department has its own policy manual. After these systemwide policy revisions are completed, UCR may need to revise its PD policy manual to conform to the systemwide policies.
